While P20E8 (Pressure Too Low) means the pump is weak, P20E9 means the pump is working too well, but the fluid has nowhere to go. The pressure in the lines has exceeded the safety limit (usually over 100-120 PSI or 7 Bar).

To protect the hoses from bursting, the ECU will immediately shut down the pump and trigger Limp Mode.
